Permanent Residency
After 3 years of temporary residency, or immediately through certain categories (investor, spouse of a Paraguayan citizen), you can apply for permanent residency. For investors, depositing a minimum capital of 5,000 USD in a Paraguayan bank is sufficient to justify the application. Permanent residency grants access to most rights enjoyed by nationals, including opening bank accounts, creating a company and accessing the public healthcare system. After 3 years of permanent residency, naturalization is possible.
Cost of living
Paraguay is one of the cheapest countries in South America for Western expats. Asuncion remains very affordable even in the most sought-after neighborhoods like Las Mercedes, Villa Morra or Carmelitas. A European expat can live very comfortably (modern apartment, restaurants, outings) for 600 to 1,200 EUR per month -- 60 to 70% cheaper than Paris at an equivalent standard of living. Asuncion is generally safe in expat neighborhoods, but some peripheral areas and Ciudad del Este require heightened vigilance. Standard South American precautions apply.
Asuncion airport (Silvio Pettirossi) only has regional connections. Getting back to France typically requires a stopover in Sao Paulo, Buenos Aires or Lima -- 18 to 24 hours of travel.
